How does the payment system work?

Payments are allocated automatically using a priority-based, first-in-first-out system. Each charge category has a priority level, and within each category, the oldest charges are paid first. Overpayments automatically create credits that are consumed in future payments. You can also use manual allocation mode for per-category control.

What NYC data does TLC Fleet Ops sync?

TLC Fleet Ops integrates with NYC Open Data to sync parking tickets and summonses, and supports EzPass toll CSV imports in both transaction and posted formats. Tickets are automatically matched to drivers based on temporal permit assignment history - so even if drivers switch plates, violations are attributed to the right person.

How does automated billing work?

You create preset charges for each driver - insurance, lease payments, permit fees, or any custom category - with a frequency (weekly, monthly, or annual). A daily job checks all active presets and generates charges automatically. Duplicate detection prevents double-charging.

Is my base data secure and isolated?

Every base gets a fully isolated workspace. Your driver records, financial data, permit information, and documents are completely separated from other organizations. Authentication is validated on every request.

What permissions can I configure?

TLC Fleet Ops has 14 granular features (drivers, permits, cars, charges, receipts, documents, and more) with four actions each (create, read, update, delete). Cascading logic means disabling read access on a parent menu automatically disables all child features. System roles are created automatically, and you can create custom roles for your base.

How do receipts and audit trails work?

Every payment generates receipt line items that record exactly which charge was paid, how much was applied, and what the unpaid balance was before the payment. This creates an unbroken chain of receipts where each one references the previous balance. Receipts can be printed as PDF documents.

Can I manage documents for drivers and permits?

Yes. TLC Fleet Ops supports document uploads for drivers, permits, cars, car owners, and permit owners. Files up to 50MB are supported (PDF, DOC, DOCX, JPG, PNG). Batch upload lets you upload up to 20 documents at once with automatic entity matching via filename patterns.

What happens when a driver overpays?

The system automatically creates an overpayment credit - a negative charge that represents money owed back to the driver. This credit is consumed automatically in the next payment via the priority-based allocation system, or it can be refunded. System-generated credits cannot be manually deleted to protect financial integrity.

How does permit history tracking work?

TLC Fleet Ops maintains a temporal history of which driver was assigned to which permit and plate. When a parking ticket or EzPass toll comes in, the system looks up who was on that plate at the exact time of the violation. This enables accurate charge attribution even when drivers switch plates frequently.

Does TLC Fleet Ops track insurance and registration expiry?

Yes. The dashboard tracks expiration dates for driver licenses, permits, vehicle registrations, and insurance policies with a 90-day lookahead. Color-coded alerts show what is expired, expiring soon, or coming up so you stay compliant with TLC requirements.

What types of bases can use TLC Fleet Ops?

TLC Fleet Ops works for all four classes of FHV service in NYC: livery bases (community cars), black car bases, luxury limousine bases, and high-volume for-hire service operations. The platform is designed for any base that manages drivers, permits, and plates.
